There are a number of constructive
resolutions for the Iraq problem, some of which are listed below.

David Cortright, A Millar,
G.A. Lopez and L Gerber of The Fourth Freedom have an in depth assessment
of any Iraqi military "threat," in "Do the Facts Justify the Case for
War in Iraq" and promotes the continuity of a peaceful UN led monitoring
and inspection facility.

"retirement" of Saddam Hussein.
The
Labour Party - I want to solve the Iraq issue via the United Nations
In a speech to the SECC,
Glasgow, Tony Blair revealed a switch in policy towards removing Saddam
Hussein via the UN, although he stated "Ridding the world of Saddam
would be an act of humanity," he explored the case for a humanitarian
war, but the basic principle of the U.K. Government would be to support
Saddam Hussein in exile (the arab solution).
Whether you support lack of threat, retirement or exile of Saddam Hussein,
the simple fact is that Iraq per se is not guilty of anything.
Saddam Hussein may well be guilty of a variety of things, but the Iraqi
people are not. Hence much of the argument developed by the U.S. and the
U.K. is superfluous. One of the few solutions to recognise and take this
into account is the;-
The
Democracy Engineers' Think-tank
Troy Davis proffers that
we institute a "Democratic Transitional Government," to include
all representatives of the various politico-religious groups and diaspora,
followed by a constitution. Recognition from world authorities to follow,
and finally a permanent constitution.
The Peaceplangroup
Policy
1) Iraq as a country has been brought into disrepute with the United Nations
Security Council, yet nobody can prove that Iraq the country has done
anything wrong. Its leader, Saddam Hussein is a different matter. One
of the few things that is undisputed by both peace planners and Governments
committed to war, is that Saddam Hussein should be brought to account
for contempt of Security Council Resolutions (including 1441).
We propose an International Court Warrant for Husseins arrest . A sample

- 17 October 2001 to be conducted by a UN special force armed troops.
They shall carry the "compulsory jurisdiction of the ICJ court" Article
36, paragraph2, Statute of Court.
2) A UN security peace keeping force would hold the country under law
until the creation and development of the particulars were resolved, and
communicated to the people of Iraq. The UN force would be responsible
for internal and external security arrangements. UNMOVIC / UNSCOM could
continue to inspect unabated.
3) Upon the arrest of Hussein, Turkey contributes towards restoration
of Iraq's water infrastructure on the basis that it has threatened Iraqi
water supplies by activities upstream of the Tigris and Euphrates in its
hydro electric projects.
In practical terms, Turkey
holds a strategic position of authority to relieve water problems in Iraq
by delivering in conjunction with private companies water pipes laid in
tandem with oil pipelines ppgpolicysolutionsdocoilcompanies.
Emergency supplies can be shipped into Iraq in the meantime.
4) Global authorities such as the United Nations, EUROPA - Activities of the European
Union - Foreign and Security Policy and The Arab League resolve
the humanitarian food and medical crisis in Iraq, with immediate attention
in conjunction with N.G.O.'s and crisis groups International Vienna - International
Non-governmental Organisations in Vienna (NGOs) .
5) Research methods are employed during the food and medicinal application
to determine trends and more cost effective treatment, both now and for
the future of crises.
6) An emergency transitional Government, as Troy Davis proposes, would
hold the country together in the immediate aftermath of Hussein's arrest,
with representation from the various groups and parties. The rebuilding
of Government would take time, but have a distinct cultural background,
bearing in mind the cultural background of Iraq.
7) Assets of the country of Iraq would be held in the UN 'oil for food'
sanctions programme until more appropriate measures could be taken, and
enforced. The assets of Iraq retain sovereignty, and any country abusing
its position within the UN to apply special conditions or contracts be
deemed to have acted in contempt, and the contract invalid. All funds
supplied to the oil for food programme by way of oil sales, aid, grants
and gifts shall remain the property of the people of Iraq.
8) Upon satisfactory transitional government, elections should take place
in which all validated parties are represented, to create a new Iraqi
Government, and a written constitution. (Troy Davis).
9) Monitoring taken under early arrest of Hussein, interim transitional
period, and post election periods should continue to report to the UN,
to perfect the blue print for future modelling.
